its a s/w upgrade to allow the news service to stream to your phone.
And it's not a free service. They may have increased some ram in the phone
too, but not much else.

OK Follow-up questions
It's the old Pointcast push stuff onto you
1)do I know data is being pushed onto the phone at the moment?
2)how much do they charge?
3) is there a Kilobyte meter that I can look at?
4)can I turn it off without getting a pop-up screen on the phone telling
me "this feature is disabled, do you want to re-enable it?"
Otherwise the v551 (with it's log-on screen) whould seem to be the way to
go
(discalmer): I've been in the cell phone store and I've had the v551 in my
hand but the guy nver did show me how the phone worked nor did he turn it
on. He just said this phone does this this that and the other thing.
All I know about the v551 is what I've read on various web sites and here.
I may just buy the phone on E-bay (that way I avoide a 2 year contract)

It is a internet data charge. They say if you want to usally have the
ticker on, consider nothing but the unlimited package (I believe $19.99 -
data only, not the $19.99 Media bundle).
