Can someone recommend a good SIM-card solution for travel to the
Ukraine? Both T-mobile and Cingular charge about $3.00/min for
roaming there.

I was thinking of switching, too, but I'm told that T-Mobile users can
roam on Cingular's network, so I don't understand why Cingular would
have any better coverage.

The vast majority of TMobile users do not have phones supporting the
850 band, which at least a significant amount of Cingular's area is.
So you can't just look at Cingular's coverage and assume you can roam
on it.
