Cingular has more coverage than AT&T in Texas.  GAIT phones are very
popular down there.  They can probably get better deals with Cingular
and can switch to new phones when their contract expires much easier
than with AT&T.  Cingular offers two Texas plans, local and statewide,
and they allow you to slide into national, and back out again, without
having to do a new contract extension.  The rate plans are more flexible
than AT&T and you get more minutes.  
I live in the NW and have relatives in Texas.  I recently got a  GAIT
phone with a West Coast SIM.  On the national plan I will be able to
contact them when I'm in their area.  

As for discounts ask Cingular.    Also check the Cingluar web site.  You
may need to clear your cookies first.  When searching Cingular change
the zip code to their area- the results will satisfy most of your
questions.

If they are low cell usage I would have to say the Family talk 250 as it is called up here. That is only 29.99 and gives you 250 anytime minutes, and I believe 1000 night and weekend minutes.

I personally would suggest the Family talk 400 though. It is only 39.99 and gives you 400 daytime minutes and 5000 night and weekend minutes. Plus any unused daytime minutes (they like to call them anytime minutes) roll over. For 10.00 mores you get much more for the money. Plus you said they would burn up more if they were available.

I would stick with the statewide plan for now. It is a waist of money to get a "National" plan when they never leave the state. If they ever decide to, they can alway upgrade their plan before they leave so that they can avoid the roaming charges.

 My Mother & Father In law has ATT & it does not wok very well in the part of Texas that they live in.

 My Father in Law company cell phone is Cingular and it works great.

 They currently have 2 ATT phones which the contract expiring soon, both have great credit,etc.

 They are looking to switch to to Cingular towards the end of the year so that they can keep their phone numbers.

 What I am looking or asking for is any info on the following:

 1. Does Cingular offer Senior CItzen discounts?

 2. Does Cingualr "haggle" with rates? ( I have SprintPcs and they do)

 3. Does Cingular offer Law Enforcement Discounts?

 4. What is the best plan I can get them to share. They are low cell usage people but I am sure they would burn up more minutes if they were avaiable to them. They very rarley travel outside of TExas and when they do it is to Louisiana.

 I have done a google search on all of these topics and have not had any luck.

 I would appreciate any help on this matter.

Cingular has several discount programs. My service is discounted becuase I belong to a credit union. My son has discounted rates available through his university. I think discounts are available through certain employers.
