Is My Motorola V400 Dying?

I can power off my phone, but I notice later that the display is lit up,
even though the phone is off.  At this point, I cannot turn it on, nor
off.  I have to remove the battery momentarily in order to power up the
phone.

The battery is fairly new.

Is this a bad omen?

I have only seen my V400 do this when I have switched the phone off and I
then plug the charger in. Maybe the phone thinks it is being charged.
