That's MapQuest Mobile
<http://www.mapquest.com/features/main.adp?page=slashmobile_mobile>, which
isn't based on GPS. MapQuest Mobile costs $3.99 per month. See
<https://www.cingular.com/media/cool_tools_providers>.
Google Local for Mobile <http://www.google.com/glm/>, which I use and
recommend instead, is free, and supports the V3 RAZR.
MapQuest Find Me
<http://www.mapquest.com/features/main.adp?page=slashmobile_findme> is
different, a GPS enabled service, offered exclusively through the wireless
carrier Sprint-Nextel.
MapQuest for Small Screens <http://wap.mapquest.com/> is a free WAP-based
service.
Location of Cingular GSM phones is by TruePosition U-TDOA, which works with
any GSM phone. See the FAQ below.

I was seduced by the first press release that was purposely vague.
My Vaio notebook with Earthmate GPS is too big to carry at all times. My
Sprint G1000 PDA is disconnected from the network in lieu of a Sprint
connection card. My Cingular Razr doesn't provide GPS.
I just want to determine where I am located, if between Paradise and
Peaster, Texas with an overwhelming desire for the quickest route to North
Zulch.
I applaud Nokia that announced a plug-in GPS unit for selected cell models.
In my perfect world for the next four months, I'd like to connect my DeLorme
Earthmate via mini-USB to my Razr to just determine Lat Long to plug into
Google Earth Mobile or MSN Local.Live.com.

It's less convenient than built-in GPS or a direct GPS hookup, but I simply
enter the lat & lon from my handheld Magellan GPS into Google Local for Mobile
(which is what I presume you meant by Google Earth Mobile) on my cell phone
(Motorola V551). 4 decimal places is usually sufficient accuracy for my
purposes.
