Are there actual coverage not billing maps available?

I spoke with a Cingular tech once and it sounded as though he had access to
a very detailed coverage map.
By the fellows address he was able to tell me that he was in an area with
medium coverage or signal strength or some such term. I have done some
Googling and have only found the standard billing area map.

Are there actual coverage not billing maps available?
This would be very helpful in assisting customers.
I try to be accurate, instead of just blowing sunshine.

There are for California.
