I have a national plan with Cingular; my account is in SoCal. I've been in
Chicago the last week, and every time I turn on the phone or wake it up from the
screen saver, it's asking me if I want tp update the clock - EVEN THOUGH THE
CLOCK IS ALREADY UPDATED.

What's up with that?

If it's a Nokia (6340i), the menus look like this:
MENU > Settings > Time Settings > Auto-update of date & time

On = update without bothering you
Confirm first = your current setting (?)
Off = self-explanitory

Cingular is broadcasting the update periodically, so that
folks who travel into the area will receive an update
in a timely manner.

Mine's a SE T616. It has two choices: On and Off.

I have travelled to other markets in other time zones before; AFAICR, the phone
only asked me ONCE if I wanted to update the clock. In Chicago, however, it was
asking me several times per day until I turned the feature off. Same with my
son's phone (also a SE T616 on Cingular).

That's fine, but shouldn't the phone look at the local time/timezone, compare
them to the ones the phone is set to, and only ask me to reset them if they are
different?

Odds are that you have a setting for auto update of date and time and
there's usually a setting to "confirm first" or just to auto update.
Odds are that you have auto update set to confirm first.  If you set
it on confirm first you may get this behaviour every time the phone is
powered on and even at other times during the day.  Just turn off
confirm first and the phone won't bother you again.
