Does Cingular have any phone that will allow you to either leave a
voicemail or send a numeric page?

There is a service called basic voicemail/pager for Cingular.

If you do not take a call, the caller has the opportunity to either leave a
message or send a numeric page.

Yes...they press 1 for voice message and press 2 to leave numeric ...
