The selfcare web site seems not working for me, does not even let me sign
up. I am in GSM CA/NV/WA area. Maybe, that site is only working for some
market...

I'am in the Birmingham market try this one:

I got this link from the cingular main site http://www.cingular.com/ but it
took a long time their site is the slowest and most badly done I've seen.
If you look at their contract "PPD BR P 0103 0176D BCGI/TDMA (Revised
01/03)" it states "Account information is available 24 hours a day. Goto
www.cingular.com for call history, account balance and more."
If you are GSM then maybe that is the difference.
