And is there any way for an ordinary person to get a Cingular discount,
similar to the 5-10% discount for union members?

Don't be afraid to negotiate with them. All that they can say is NO.
Their rates are not written in stone.

Not that I'm aware of. If AT&T serves your area, they have a
reseller, Consumer Cellular (www.savecell.com) that is a bit cheaper
than standard AT&T rates and has no contracts.

No, but they do have lots of weird discounts- postal workers,
government, etc. You might fit into one of their special groups!
