Do Sony Ericsson mobiles offer a PC suite with similar functionality to that
of Nokia PC Suite?

i.e. something that will allow you to upload ringtones, images, etc???

If so where do I download it from?

why do you want a program to tranfer files to the phone, just right click on
the file and press send to bluetooth
