When I am in my local area code, it seems to me from the new fido
rules that I should be charged long distance on incoming long distance
calls. I am currently not.
Should I be charged the minutes, and do I have to worry about being
charged in the future?

When you are in your local calling area, you should not be charged and
LD on incoming calls. You should be charged airtime. Note that your
local calling area does not necessarily match your area code.
