question about unlimited local calling plan

let's say i have the unlimited local calling plan, as does a friend who also
lives in my city.  
if that friend travels to another city, and i call them, i know i don't pay
anything.  i know they would pay roaming (10 cents/m, i think).  would the
call itself (not including roaming) be free?

Usually, as long as you number you call is the within the same area
code.  The call is free.
