Fido and Rogers do not share their IMEI blacklists. The reason behind this
is because Rogers has no blacklist. Don't even get me started on how wrong
it is for a company as large as Rogers to encourage theft by not having a
blacklist. Anyways, whoever told you the IMEI was blocked lied to you. They
will block a SIM, but not an IMEI. Get an IMEI blocked on Fido, however,
and it becomes unusable on their network.

I had my phone lost too a while back. And I was also told (by Rogers)
that the phone would be black-listed.

If you don't have a Fido sim card the best way to test it is to take
it to a Fido kiosk/dealer and ask them to check if the phone is
unlocked.
