ICQ SMS Fido Philippines

Hello. I can't seem to ICQ SMS to the Philippines. When sending to +63
(917) 397XXXX, it gives an error message "The Cellular network is currently
unable to send your message to the recipient. Please try again later." It's
been like this for days.

And, when I ICQ SMS to my Fido phone, I can't read it. It's all garbled up.

Is it Globe or Smart? I don't think Smart works.

I was able to sms from fido to vietnam last week but the person was'nt able
to reply.
