No, it is locked to Rogers network.

Can I use my Treo 600 purchased from Rogers Wireless with service from
another mobile service provider?
Description
Using my Treo 600 purchased from Rogers Wireless with service from
another mobile service provider.
Answer
No. The Treo 600 with Rogers Wireless service is locked to the Rogers
Wireless network and cannot be used with service from other providers.

Wow. For $875 you'd think you'd be getting an unlocked phone.

There are plenty of phones over $500 that are locked... Two phones that come
to my mind are the SonyEricsson P800 and the SonyEricsson P900 (both are
being sold in the neighbourhood of $750 or more locked).

You can try the unlocking procedure here:

No clue if it works or not.

Thanks for the link. I actually already have these files. I was going to buy
a Treo 600 off ebay or from another service provider in the US and then
unlock it with those files but because the unlocking process voids the
warranty with the service provider, I decided to buy a company
(Handspring/PalmOne) unlocked Treo600.
I'm just a little disappointed to read from Cantel/Roger's webpage that
their Treo600 are locked. I'm just wondering whether it is true or not...

Thanks. After you supplied me with this, I managed to find the same
information on Roger/Cantel's FAQ page. I'm wondering whether it is true or
not or whether it is just their way of keeping non-Roger/Cantel customers
from using their Treo 600 on another provider's network. After all, when
Roger/Cantel sold the Tungsten-W, they sold it unlocked.
I'll wait until a store with a liberal return policy has it and then will
buy it without service to see if it is actually unlocked. If it is locked,
I'll just return it and get my money back.

I think you can stop referring to it as Rogers/Cantel, it has been Cantel
for quite some time. Rogers is acceptable and everyone will know what you
are talking about. BTW it's PalmOne as well, not Handspring/PalmOne.

I can guarantee you the PalmOne Treo 600 being sold by Rogers is locked to
their network. I have tried it with a Fido SIM, and it does not work.
Sorry!
