I have a Siemens 56 and love it.
But I'm going to spend a couple weeks in Madison, Wis., which is not
on GSM. I'm told the Siemens 46 is the only AT&T Wireless phone that
has GSM and TDMA.
Is this correct?
Is my only option to buy a new S46 for $100 just to have a phone for
two weeks?

No. ATTWS is now selling GAIT phones that can do both GSM and TDMA.
Check out the Sony Ericsson T62u and Nokia 6340i.
