Best Int'l Roaming Rates

I have a friend (a Brit, married to a Yank, living in Dubai) who has the
highest international phone bill I know.  He is currently using Voda for his
roaming (he uses a Dubai SIM in the UAE).  He racks up about $3,000 a month
in roaming fees.  I'm looking for the best option to bring these cost down.
I'm getting him on prepaid SIMs for his major countries, but looking for the
best monthly roaming rate.  A printed (or e-mailed) bill is extremely
desirable.

Also did your friend think to use Hop or UnitedMobile?

I've thought about iHOP, but I cannot see Mat dealing with a callback
scheme.

if he has a compatible handset he can use the HopMenu' without
callback scheme :-)
