Cell Id format

Can anyone explain the format of the Cell Id value in GSM?  What do
the digits mean (when displayed in decimal)?

"The coding of the cell identity is the responsibility of each
administration." - GSM 04.08.

So it's up to the individual countries, who probably let the
telcos do whatever the want with it.

Here in Australia, Vodafone uses the postcode (zipcode) of the
major city/town within each Location Area as the LAC (Location
Area Code).
