GSM1800 network in Santiago?

Hi,

Just wondering, was in Santiago de Chile recently (international transit)
and picked up a small GSM1800 network along with the GSM1900 networks.

The code was 730-99, three BCCHs - with CellIDs 1001, 1002 and 1003 and LAC
1001. Timing advance information suggested the base station(s) were around
10+ km away. I couldn't IMSI-attach to this network (not allowed).

Is this some sort of private network?

how did you know it was an gsm1800?
