Does anyone know how to enable a Net Monitor mode on U.S. spec 1900 band GSM
phones, and which phones would let you do it? Net Monitor or Net Watch mode
is that when the user sees the base station numbers, channels and signal
strength on the phone's screen.

Every DCT-3 Nokia handset (e.g. 3390, 8890, etc) should suit your needs, as
NM is resident in the public firmware of those phones (which is no longer
the case as far as the current DCT-4 generation is concerned).
The NM activation (i.e.you have to turn the relevant bit from 0 to 1 in
order to display the netmonitor menu - you can easely do it with the free
trial version of Logomanager, see http://www.logomanager.co.uk ) can be
achieved through IrDA (8890) or unofficial data cable for the 3390 (search
google with "3390 data cable").
The main problem will be to find out an "old" DCT-3...

hopefully it would work.

It certainly will. You'll simply need a RS-6110 data cable (or equivalent)
to activate NM. It's quite easy to find one on the net. If you find a cable
made for the European version of this phone family (5110/5130, 6110/6150)
it will work too, as the hardware is basically the same (only the RF module
changes).
