Component for Borland Delphi and C++ Builder (
http://www.oxygensoftware.com/products/tsms/index.shtml ) will do the job.
Both products are proprietary, however, you can download free demo-versions
from corresponding pages.
Both components use Nokia phone (see compatibility list on corresponding
homepage) for sending/reading SMS messages.
