You can download GSM standards free from www.etsi.org under
"Services & Products" / "Free Download of Standards" /
"DOWNLOAD NOW!".

Search for "03.40", and pick a recent version from the unsorted
list. SMS-related commands are detailed in GSM 07.05, and
you'll probably want GSM 03.38 and 07.07 as well.

If you'll be using PDU-mode from GSM 07.05 for controlling the
GSM device, the Siemens PDF publication "SMS with the SMS
PDU-mode" is worth googling for and downloading as well.
