Is there a way, short of putting in a different SIM card, of confirming
that a locked phone has been successfully unlocked?

Thank you,

If you put a SIM card for a different network than the one it was
originally on if the phone is locked you will get a SIM rejection
message.  If it's unlocked it will behave as normal provided you can
receive the GSM signal in the frequency range in the area i.e. if you
have a 1900 GSM phone and you're in a 850 area you won't get any
signal.  Your SIM won't reject though if it's unlocked.
