My brother-in-law mentioned he wasn't happy with his AT&T service and I
punched *#06# into his relatively new looking Motorola phone and didn't get
any response. Can I assume that he must be on the old TDMA system? Am I
wrong in assuming that all GSM phones respond to the *#06# command?

My experience is that ALL GSM phones will return the IMEI number when you enter
the above. But with a gotcha - I have never been able to get an IMEI number
with out a SIM installed in the phone.

It's likely it's not. If you removed the battery and found a SIM
you'd know it was GSM. If there's no SIM it's not GSM.
