If you have a phone that's meant to work there then it will be likely
115/230 volt and all you'll need is an adapter to change from twin
bladed North American plugs to the European round pin standard. These
plugs should be available at lots of places in Europe and likely
available at stores that sell luggage and other travel-related items.
Look at the charger and it will likely give the specifications on what
it needs. If the charger says 120 VAC you can only use it in the
Americas. If it says 100-240 or 120-240 volts you can use it in the
Americas as well as Europe and Asia (with the correct adapter plug.)

My car runs on a 12 volt system :)

yes, it will work.
I live in the USA and just bought a car charger for my Sharp GX30 from the
UK, works great in my US spec Lexus RX330
