Yes, I think you worry too much. Just go to France and buy your sim card at
any phone retailer. Ask around, they are not hard to find. I used an
Orange sim when in was in France and had no problem. I was not asked for any
ID, just to complete a form. It think that Orange is the biggest network in
France.
Orange is not only in France the biggest. Seen as a group it has branches in
almost all european countries.
Normally in France it should be that you either complete a form, but some
retailers will ask for the ID.
As lang as you don't have Bouygues in France, you should be able to get a
connection almost everywhere

Maybe off topic but here, up in the north of Europe, there is no
Orange!
Sweden: They just shut down buiseness!!!
Denmark: Sold to TeliaSonera
Norway, Iceland, Finland, Estonia, Latvia, Lithuania: never existed
So it must be true, up here it´s to cold to make oranges grow!

In Belgium, there is Orange, but they work unther the name Mobistar,
but that's also why I said: in allmost all :)

Sorry if I'm nit picking but there are 44 countries in Europe and
Orange claims to be present in:
France
the Netherlands
Romania
Slovakia
Switzerland
UK
all according to there own presentation in there own web site

Why they don't care to mention Belgium, I can't even guess.
