India mobile number - is this GSM?

A friend's in India at the moment, and I'm trying to work out if I
should be able to send him texts from the UK (O2) and if he would be
able to send them back to me.

His number starts 98378 - from what I've read that's enough to work out
what the mobile operator should be, but I haven't managed to find any
way to work out what it is.

Any assistance appreciated.

Hi Stuart,

I've been spending quite some time in India. I can tell you that the
number is a GSM mobile number. Hence normally you should be able to
send him text messages, but it'd depend still on bilateral agreements
between your operator and their operator for SMS interconnectivity.
But personally, I've sent SMS to and from indian mobile phone numbers
to European & american numbers, it worked.
