Most likely, it's true what they write. In the GSM world, there's a
tapping device called 'IMSI catcher', that impersonates a GSM base
station (BS) and acts as man-in-the-middle between a real BS and the
subscriber (mobile station - MS). This is possible, because the BS
authenticates the MS, but not the other way round. Not sure about the
TDMA (D-AMPS) part they mention, though.
You may find more information about IMSI catchers when you google for it
(although most results are German). European police authorities
typically have it.
