Do someone know where can i get some help for handover mobile cellular
simulation for matlab?

That all depends on which access technology you are interested in
simulating. TDMA/FDMA or CDMA? GSM or UMTS? Are you interested in
simulating the physical layer algorithms, or just higher layer
signaling?
