Format of 'user data' sent in GSM networks??

One basic question on the protocol used for signaling and for sending
user data in 2G,3G networks:

My understanding is this:
3G: - SS7 for signaling
     - ATM cells or IP for user data

2G: - SS7 for signaling
     - Which protocol is used for sending user data(both in radio part
& network), like 'voice' for example?
