I bought a t-mobile To-Go phone (prepaid) from walmart. I would like to test
it to make sure I can live with the phone and the coverage. However, if I
use the sim card that comes with the phone, it may no longer be refundable
since ripping out the sim card from the holding card would make it look
used.

I naively bought a refill card along with the phone, thinking I could use
the refill card's minutes and won't have to use the bundled sim card.
Unfortunately, refill card do not come with a sim card.

Is there a store that sells t-mobile sim card without a phone? How do you
switch to t-mobile if you bought a gsm phone elsewhere?

Any company-owned T-Mobile store would be able to do this. There are
also quadrillions of them available, with added airtime or not, from eBay
sellers.

Insert your active T-Mobile SIM card into the (unlocked or T-Mobile
branded) GSM phone you bought elsewhere, and turn it on.
