Unlocked RAZR phone help needed

Please bare with me

I have a Unlocked RAZR phone I used on oversea trips
I just slide in the sim card I need for the country I am in

Question is, my daughter is looking for a Pay As you Go phone
I was wondering if there is a sim I can buy here in the states for her
to just pay as she goes etc.

Think I read somewhere that BestBuy has the $29.99 phones and the sim
can be removed and put in to the RAZR is this true?

You can walk into a T-Mobile company-owned store and buy a starter pack
for $30 which includes SIM and air time.
