immediate NO CARRIER after ATD command

I use TC35 and everything works ok with SIM card "A". When I put SIM
card "B" (different GSM operator) I can't dial using ATD. I get
immediate response NO CARRIER (data) or +CME ERROR : 21 (invalid index)
on voice call!? If I put SIM card in phone, it works ok. Anybody knows
which setting can cause behavior like that?

"+CME: 21", "invalid index" sounds to me like an error resulting
from the

       ATD><memory location>

syntax version of the "ATD" command.  That is, an attempt to
dial a specific (but empty or non-existent) phonebook entry.

Are you using the

       ATD<number>

or

       ATD><memory location>

syntax?

I am using ATD<number>  (ATD<number>; for voice call)! I also don't
understand the meaning of "invalid index" in this context!? Ant same
sequence works with other SIM card.

The only index I can think of that's relevant to "ATD" is the
lookup index for phonebook dialling.  But that's done through
the

       ATD>

version of the command.

Are you perhaps encountering a SIM PIN security lockout?  Have a
look at

       AT+CPIN?

Maybe have a look at the facility locks with "AT+CLCK" and
<mode> = 2 (query status) for the existence of a fixed
phonebook dialling lock.

I still get the feeling that your number is being treated as a
phonebook index.  I get your "+CME ERROR: 21" (with a Wavecom
modem) if I deliberately try for a non-existent phonebook entry
with something like "ATD>987654321;".
