Coincidentally I was reading about this (Somalian mobile networks) a few
weeks back. The great thing about many third world countries is that
deploying networks doesn't involve anywhere near the amount of bullshit
regulatory tape, particularly in regards to base station sites, and NIMBYs
with nothing better to do than form action groups protesting against the
"radioactive" facility being built in their backyard, which is simply
enabling them to more reliably talk on their handheld phone as they cut you
off in their 4WDs.
As a result, the coverage and cost can be quite good.
