Greek weather by SMS

This website in Greek describes a service for getting weather (wind
speed, direction) by SMS. Useful for sailors.

Can anybody tell me whether this requires a Greek SIM or will it work
when roaming there?

Further to my own question, this service involves sending a text to
'4264' which is presumably recognised by the Greek operators when
dialled by their own subscribers. Is there a general principle about how
such 'short codes' (probably the wrong term) are handled when they come
from a foreign handset - are the generally recognised and handled the
same way, or passed to the users' own provider, or ignored, or what?
