I gather that gsm operator can descramble the message and then give it to the
police if it was required so I thought I could use my own additional scrambling.
Are there any devices of that kind available ? Are they installed inside the phone
or not ? Where could I find more info about it and about enterprises selling the
stuff ?

Try asking the US Military, FBI or CIA.

If they could not decode the voice, they could not connect you to your
private phone either

Encryption is set on after the call is connected.

That is not quite true... voice and data can be unscrambled with the
apropriate hardware.

Encrypt it with PGP and then send it by using your PC...
