Editing SIM card's phone book with computer

Is there a program which would be regarded as "the best" to edit a SIM
card's phone book? I'd like to have a user friendly interface and maybe
import functions for Outlook contacts and OS X address book entries if
possible.

Handset Manager is pretty popular. Generally bundled with phone
interface cables (ie. USB converters).

If your phone already has a USB connection, then you should have a
utility with your phone to do it.
