What are my options for purchasing a prepaid SIM card in Austria, given
price, coverage and how long I can keep the phone number without having to
top off.

No problems whatsoever. You might ask in <news:at.telekomm.mobil>
(even in English) to get detailed answers.
Prepaids here in AT usually are valif 12 months; some offer an
additional month for rechargeing.
