What is free internet?

Is there such a thing as legal free internet for cell phone?  My
friend just signed up with a company and received a picture phone.
Somewhere when reading about his phone on the internet he found an
article on how to set up your cell phone for wireless internet and
it's legal.  He followed all the steps and now he does have the
internet on his cell phone.  It seems to be a internet in text just
for cell phones.  I would have to pay 6 dollars a month for that with
my carrier. Has anyone else ever heard of this?? Thanks.

Would be nice to specify where you are based: Kuala Lumpur,
Fairbanks, Hongkong, Venice, London, Paris, Cape Town, Ouagadougou?
