Hello from France
I would like to know if there are freewares or shareware that
give the ability to upload ringtones or pictures directly from the PC
(mainly for alcatel or philips fisio).

Sure! The trial version of Oxygen Phone Manager II
(http://www.opm-2.com/download/opm2.zip ) will do the job. In trial version
you can upload tones using 'Phone' -> 'Load file to phone' to standard tones
list for polyphonic capable phones and set wallpapers, startup and operator
logos from Logos section.

Gallery access is available in full registered version of Oxygen Phone
