I called TMobile today inquiring about their services. I want to be able to text
message friends over in the UK without having to pay outrageous charges. TMobile
told me that they charge 35 cents per text message if it is sent or received
from anywhere outside the US. I have heard otherwise from people. Is there any
plan or package I can get where this capability would not be charged that much
money? 35 cents a message is highway robbery.
Also, assuming I do get lucky and find there is a plan where I can do this
without paying all kinds of money, will my friends in the UK on
Vodaphone/O2/Orange be charged extra to send and receive messages from me?

Either you are misunderstanding or someone's given you some bad
information. If you are a T-Mobile subscriber in the US *all* text
messages whether they are SMS phone to phone or email text messages
are 5 cents/minute to originate or receive any and all text messages
unless you have some sort of text message package and in that case
it's whatever number of messages you have in the text message package.
*If* you are outside of the US text messages will cost 35 cents to
send and likely 0 to receive. It may be different to call from Canada
I am not sure. I do know that sending SMS from outside the US in
Europe and in Israel it cost me 35 cents per message and was not
included in my text message allowance.

The folks on Voda, O2 and Orange would have to inquire at their end.
It's very common for Euro/Asian networks to charge a higher fee for
off network SMS than for on network SMS. That charge would be wholly
the domain of the foreign operator and doesn't have anything to do
with T-Mobile. In Europe and Asia they are not charged to receive
SMS.
