I know that Costa Rica launched their GSM service in December 2002.
Anyone with reports how is the service now?   I have Cingular and will be
visiting down there soon.

I was able to "see" ICE's GSM-1800 signal last January but not to roam on
it.
Their website (http://www.icetel.ice.go.cr/) only recently started talking
about GSM roaming
(http://www.icetel.ice.go.cr/esp/serv/per/cel/serv/roaming_internacional.htm
)
They do list Cingular as both a TDMA and GSM roaming partner. If you happen
to have a Cingular GAIT phone and a GSM-1800 handset, you're probably in
luck on both counts.
