Yes, mature...in the sense that they are well-established, have worked
out most of their kinks, and provide a reasonable level of service to
paying subscribers (don't drop calls constantly, as it seems some
do...)

A couple of points:
-The Cingular Network in LA is the former PacBell network. It has been
GSM since Congress handed out PCS licenses;
-T-Mobile shares the Cingular network in LA. In California, T-Mobile
operates like a virtual network on top of the Cingular network;
-ATT was a relatively recent rollover.
In Los Angeles, you should be fine. When you get out in the desert or
something, there can be some problems. The PacBell network is more mature
than the ATT network, but it is caring a high customer load because of the
T-Mobile virtual network. T-Mobile brought some extra spectrum into the
picture when they came into town, but I'm not sure if it is enough.
I've used GSM thoughout California and am generally satisfied. In rural
areas, I've found areas without coverage. I don't know what your comparing
it to, but I think that if you have a phone that roams on all three
networks, you will not be disappointed.

If you are roaming GSM in LA, most of the service is actually
Cingular, although they share some facilities with T-Mobile. AT&T no
doubt has substantial GSM infrastructer in the LA area. It is too big
a market not too...

Will I have any use for GSM 850 in LA/Frisco area, i.e. would I benefit from
an upgrade?

*Please* don't say Frisco to a native of San Francisco. They'll send
you packing back to Sverige! AT&T Wireless GSM uses 850 in San
Francisco and Los Angeles. You will do fine with GSM 1900 only if you
have a tri-band mobile with cingular/T-Mobile or AT&T Wireless.

If you are using "Frisco" to describe San Francisco then you shouldn't.
