I don't think so. I checked it on italian web sites and the roamers
don't have extracharge (extracharge is usually when you have to pay
the incoming calls)

Since you don't give any details it's anyone's guess what company's
rates you're referring to.
ITG charges 19.9¢/minute to regular numbers and 32¢/minute to mobile
telephones.
Kuwaiti callers do not pay for incoming calls on their mobile system
like just about all other GSM systems outside of North America.

Onesuite (no surcharge), Vonage (two cent difference), voicepulse,
simplicty (one cent differential), kallcents (high, but no differential).
