Asking about Pre-Paid SIM Cards( At Singapore)

I am testing a MS at Singapore.
So I bought sim cards of each providers( SigTel, StarHub, M1)
But It costs when I receive a call or a message.
Is there any pre-paid sim card that doesn't cost for receiving a
message or a call at Singapore?

When I bought pre-paid sim cards at Germany It didn't cost for
receiving a message and a call.

I don't think so.  Singapore follows the US model which is that you pay for
both ends.  China does the same.  I think when I had an HK prepaid that I
paid for incoming as well.  I go back and forth which model is better.
Certainly when I'm using a prepaid SIM, I like caller pays, but I sure
calling foreign mobiles $$$$.
