I have a v400 motorola phone through Cingular which I would like to
use on a trip to Europe in April. What are my options for making sure
the phone will work in Europe? Also, interested in best value
proposition in terms of cost and reliability. I've not been able to
get consistent responses from Cingular.

Wont Cingular enable international roaming but then there is the cost
involved, give them a ring and see what there charges are if they
enable roaming Remember a lot of of telcos charge for incoming when
abroad as well as outgoing calls.

just ask Cingular to turn on International Roaming. Its usually no charge.
Check it on their web site about an hour after they turn it, assuming you
have a web account.
Be sure your phone is set to AUTOMATIC in Menu/Initial Setup/Network/Network
Setup. Once you power up your phone in another country, it may take up to 5
minutes before the local operator name appears in the blank spot where
Cingular name usually appears, but it will.
You will pay for incoming calls at whatever rates the local network oper
charges. Of course outgoing calls too.
For someone calling from the states, it's as if you are home, but you pay
the carrying charges across the Atlantic.

Steve, can I use the same SIM card I currently have in the phone or
will I need a different one for International calls?

Just have Cingular enable international roaming.
In terms of cost, the best thing would be to get the V400 unlocked (there
are services that will do this for $30 if Cingular won't). Then use prepaid.
I.e. sign up with Hop Mobile for prepaid, or buy prepaid SIM cards once you
get there.

The V400 supports also the 900/1800Mhz, these bands are used in
europe.
I live in the Netherlands, and we have 5 providers wich you can choose
Vodafone + KPN telecom 900/1800Mhz
Telfort, Orange and T Mobile 1800Mhz
