Apparently Verizon is the only Razor seller who has this problem. My
wife has a Cingular V3, and it has the "Vibe then Ring" my parents
both have the Verizon, and it doesn't. A Verizon salesman insisted
that there was a special ringtone that you can install on the phone
that will do what you want, but I haven't found it yet..

Verizon turns this feature off! along with many other features. Look
for a piece of software called P2KSeem.exe, it will allow you to turn
on many of the disabled features.
