When I turn off my Motorola V3x, it sings a little tune.
Can I turn this feature off?
In other words, can I turn off my phone without alerting the whole waiting
room/auditorium/funeral parlour/whatever?

Two ways to do that. The permanent way is to do a SEEMS edit (see
http://xlr8.us/hofo/ for instructions).
Read carefully and work carefully as a mistake could mess up your phone.
There also some better programs like Motokit and P2KCommander. See
http://www.7900novadrive.com/V3/V3xPG-v1-061204/V3X_Personalization_Guide-V2-5-e

If you want a very simple solution, before turning off your phone press
and hold the # button. You will hear a short beep and the phone will go
into Silent mode. Now you can turn it off quietly. Do the same thing
again to turn sounds back on.
