Can someone please tell me how to download this feature on my phone? I was
told to goto: net: settings; downloads: applications: but I don't have those
options. please someone help.

That's because the i530 doesn't support downloading Applications or Games.
The following web site shows the supported features along with what isn't
supported.

You must have Data or Messaging service to enable downloading of Voice
Record and Voice Activation (voice dialing) on the i530.
